William F. Steiner

Bill Steiner joined the firm in January 1999 and now leads the firm's practice in Southern California.

Previously, Mr. Steiner served in elected public office as a School Board Trustee, City Councilman and County Supervisor, all in Orange County, California. First elected as a School Board Member in 1983, Mr. Steiner was reelected in 1987. Later, he was elected and served as a City Councilman in Orange, California until California Governor Pete Wilson appointed Mr. Steiner to fill an unexpired term on the Orange County Board of Supervisors in 1993. Mr. Steiner was subsequently elected to a four-year term in 1994, representing 515,000 constituents in the 4th District. He served as Chairman of the County Board of Supervisors in 1997 and completed his term in office in January 1999.

As an officeholder, Mr. Steiner served on the boards of the Orange County Transportation Authority, the Orange County Sanitation District, the Orange County Fire Authority and the Transportation Corridor Agency. These public agencies, including the Board of Supervisors, had combined budgets of over 6 billion dollars and employed a work force of 20,000 people.

Mr. Steiner also served as a delegate from the United States to Eastern Europe and the former Soviet Union in 1991. More recently, he has been involved in business and cultural exchanges with the People's Republic of China and frequently travels to China developing public/private partnerships for the firm's clients.

Recognized nationally as an expert on issues concerning child abuse and neglect, Mr. Steiner served as a policy adviser to the Cabinet Secretary for Child Development and Education in the administration of Governor Wilson. In September 2005, Mr. Steiner was appointed by the Superior Court to the Orange County Juvenile Justice Commission and he currently serves as Vice Chairman of the Commission, providing oversight for all juvenile justice programs in Orange County. Prior to entering elected office, Mr. Steiner served as Executive Director of the Orangewood Foundation, where he developed a public/private partnership that raised millions to benefit victims of child abuse and neglect.

Mr. Steiner serves on the Leadership Council of the Center for the Study of Democracy at UCI and is a former co-chair of the Council. Mr. Steiner also serves on the Board of the Community Foundation of Orange where he is currently Vice President of the Board. Previously, Mr. Steiner served as the National Program Director for Childhelp USA and served on the Board of Directors of the National Center for Missing & Exploited Children in Alexandria, Virginia. He also previously served on the boards of the Health Care Council of Orange County and the Mustard Seed Ranch.

Mr. Steiner has taught Political Science at the University of California, Irvine; public policy at the University of Southern California; and child abuse courses at the Chapman University.

Mr. Steiner was named Child Advocate of the Year by the California Court Appointed Advocates, and was named Citizen of the Year for the City of Orange. In 1986, he was awarded the Commissioner's Award for the Prevention of Child Abuse and Neglect by the U.S. Department of Health and Human Services. In 1992, Mr. Steiner was named Outstanding Elected Official by the Orange County Chapter of the American Society of Public Administration.

Mr. Steiner was educated at the University of California, Berkley, receiving a Bachelor's Degree in Criminology. He also received a Master's Degree in Social Work from the University of Southern California. Mr. Steiner is a Deacon of the Covenant Presbyterian Church in Orange, California. He is the father of 5 adult children and the grandfather of 14 grandchildren.
