Bill J. Hebrock

Mr. Hebrock has been a constant force in Florida politics and government since 1980. He was a close advisor to Republican officials and candidates statewide, beginning when Republicans held few elective offices anywhere in Florida and continuing over a 15-year period as Republican candidates won the Governor’s Office, won every other State executive office, and achieved overwhelming majority control of both the Florida Senate and House of Representatives. During that rise to power, Republican candidates also won a majority of Florida’s United States Congressional seats and one of the State’s two United States Senate seats. Mr. Hebrock was a senior advisor to many of these Republican candidates and future office-holders.

Today (2008), Florida’s elected Republican office-holders include: the Governor, Lt. Governor, Attorney General, Agriculture Commissioner, a majority of the Florida Senate, a majority of the Florida House of Representatives, one United States Senator, 15 United States Congressmen and numerous county and municipal officials. These elections are a result of years of successful Republican campaigning and party-building by Floridians like Mr. Hebrock.

Of course, winning elections is only the first step in changing public policy and government decision-making. Effective governing must follow; and following their election, these Republican office-holders have appointed thousands of regulatory and administrative public officials who understand their “Republican agenda” and have the knowledge and commitment to implement it.

For the foreseeable future, the “Republican agenda” will continue to dominate state and local government decisions in Florida, thanks in part, to the vision, campaign work and leadership of Floridians like Mr. Hebrock.

Mr. Hebrock has, himself, held appointed offices in Florida. In 2007, Florida Governor Charlie Crist re-appointed Mr. Hebrock to a third consecutive 4-year term on the District Board of Trustees of Tallahassee Community College. Former Governor Jeb Bush had previously twice appointed Mr. Hebrock to that post; and the Florida Senate has twice confirmed Mr. Hebrock’s gubernatorial appointments. While serving on the college’s Board, Mr. Hebrock’s colleagues have elected him Vice Chairman and Chairman of the Board.

In January 2007, the Leon County Commission appointed Mr. Hebrock to the Board of Governors of the Leon County Research and Development Authority, commonly known as Innovation Park. Innovation Park is a cooperative, joint enterprise of Florida State University, Florida A&M University, Tallahassee Community College, the City of Tallahassee, Leon County and the private sector to develop university-related scientific research and business development. Mr. Hebrock represents the private sector on the Board of Governors; and serves with representatives of the three college presidents and local elected officials. Innovation Park is home to the world’s most powerful high magnetic research facility, some of the nation’s leading scientific research, and numerous research-oriented businesses and government centers.

During the 1980’s, then-Florida Governor Bob Martinez appointed Mr. Hebrock to the Florida Board of Accountancy, which regulates the accounting profession in Florida. Additionally, former Education Commissioner Tom Gallagher selected Mr. Hebrock for the Florida Distance Learning Network Advisory Board and another former Education Commissioner, Frank Brogan, appointed Mr. Hebrock to the Florida Education Foundation Board of Directors. Lastly, three different leaders of the Florida Department of Law Enforcement have selected Mr. Hebrock for appointment to the Florida Missing Children's Information Clearinghouse Advisory Board, where Mr. Hebrock served for 9 years, including 7 years as Chairman.

Mr. Hebrock has also served on the boards of several nonprofit organizations, including: Boys & Girls Clubs of the Big Bend, the Academy at the Farm, No Casinos, Inc. and the Tallahassee Community College Foundation.

Mr. Hebrock has advised numerous GOP campaigns and party organizations. Former President George Bush appointed Mr. Hebrock to the National Finance Committee and the National Steering Committee for his 1988 Presidential campaign and to the National Finance Committee for his 1992 Presidential re-election campaign. Mr. Hebrock was also actively involved in the 2000 and 2004 presidential campaigns of George W. Bush.

Mr. Hebrock has been an advisor and fundraiser for numerous statewide Republican campaigns, in Florida including: Charlie Crist for Governor (2006), Charlie Crist for Attorney General (2002), Charlie Crist for Education Commissioner (2000), Jeb Bush for Governor (1994, 1998 & 2002), Charles Bronson for Agriculture Commissioner (1986, 1990, 2002 & 2006), Tom Gallagher for Chief Financial Officer (2002), Tom Gallagher for Treasurer (1988, 1990 & 2000), Tom Gallagher for Education Commissioner (1998), Tom Gallagher for Governor (1986 Primary), Katherine Harris for Secretary of State (1998), Bob Martinez for Governor (1986 General & 1990) and Skip Bafalis for Governor (1982)

Mr. Hebrock has served as Chairman of the Leon County Republican Party in Tallahassee and as Finance Chairman of the Republican Party of Dade County. His professional memberships have included the American League of Lobbyists, the National Society of Fund-Raising Executives, and the National Association of Insurance Commissioners.

Mr. Hebrock holds a Bachelor's degree in Business Administration from Ohio State University.
